City leaders formally adopted its 2025 Final and 2026 Proposed Levies at this week’s council meeting following a Truth in Taxation hearing.

After reviewing the preliminary numbers and taking a deeper dive into the budget, the council approved a reduction from the originally proposed 2026 levy — resulting in a smaller tax impact for Hibbing homeowners next year.

The ultimate levy increase over the prior year, including the Chisholm-Hibbing Airport Authority (CHAA) and Hibbing Housing & Redevelopment Authority (HRA) levies, will be 5.99 percent – not the 9.99 percent initially adopted in September (the 9.99 percent was on projected tax statements received in November).

The question most homeowners ask is simple: How will this affect my property taxes?

  • The average residential home value in Hibbing is $163,100 (per the County Assessor).
  • Under the earlier preliminary levy of 9.99 percent, the city portion of property taxes for that home was estimated to increase by about $80 per year.
  • With the final levy of 5.99 percent adopted this week, that increase is now expected to be approximately $28 per year.

This adjustment represents a meaningful reduction in the projected increase seen on the proposed tax statements sent earlier this fall. The final approved levy reflects the City Council’s effort to reduce the overall increase while still supporting essential services and community priorities.

  • City Levy: $10,462,606
  • Airport Levy: $821,000
  • HRA Levy: $100,000
    Total: $11,383,606

2026 Proposed Levy:

  • Total: $12,520,839
  • Increase over prior year: 9.99%

2026 Final Levy:

  • Total: $12,065,065
  • Increase over prior year: 5.99%
